Convention Report
Wednesday, July 18, 2007

A special Memorial Service was held to remember those ordained and 
commissioned ministers who have died since the last Convention.

Action taken on July 18, 2007


+ Theology and Church Relations #3
3-07 To Study CTCR Reports Relating to the Service of Women in the 
Church (Amended)
This resolution commends Section 3 of CTCR Response to Expressions of 
Dissent (2004-2006) for study and that when the comprehensive report is 
completed in 2008 it be studied thoroughly synod wide.

3-09 To Address Administration of the Lord's Supper (amended)
This resolution essentially encourages the CTCR to continue providing 
practical guidance for responsible pastoral care in the administration 
of the Lord's Supper, especially at the congregational level.

3-10 To Encourage Publication of Theological Literature
This resolution suggests that a Committee on Church Literature be formed 
using professors from our seminaries and universities in consultation 
with CPH  in producing more theological materials.

3-11 To Endeavor to Keep the Unity of the Spirit in the Bond of Peace
In this resolution the convention encouraged Districts, Circuits and 
others to use the Bible Study materials prepared by the Praesidium of 
Synod entitled Faithful and Afire.

3-13 To Respectfully Decline Overtures
Some overtures were declined because they were already covered in 
current Bylaws. Others were in the process of being addressed and still 
others were already being implemented.

+ Human Care #6
6-06 To Develop Domestic and Child Abuse Education Materials and Programs
This resolution addresses key issues facing our nation and our church 
and was passed by over 95% of the delegates.

6-03A To Care for Foster and Adoptive Children in a Pure and Undefiled 
Way re Not Placing Children in Morally Ambiguous Contexts
The final resolve of this resolution states that LCMS organizations and 
LCMS RSOs may not knowingly place adopted or foster children into any 
intrinsically sinful situations where individuals and families are not 
living in accordance with the Lord's natural and revealed law (Bylaw 6.2.1)

+ Registration, Credentials, Elections #9
Run off elections were taken for those positions having no majority. 
Because the list is extremely long, I will list only the results of the 
Board of Regents for Concordia University in Austin

    * Ordained Minister - Rev. Michael Dorn
    * Commissioned Minister - Mr. David Beringer
    * Laypersons - Mr. Paul Feucht and Mr. Jim Linnell


+ Missions #1
The Missions Committee highlighted Deaf Ministries with a deaf vicar 
signing how he has been blessed to share Jesus with other deaf 
individuals and how God has used that witness to bring some to the 
saving knowledge of Jesus as Savior.

+ Planning and Administration #7
7-07A To Revise Bylaw Section 1.5 and to Add Definitions to Handbook

+ Seminary and University #5
5-02 To Address Licensed Lay Deacons
